Protection of air passenger rights was discussed in the Ministry of Transport

On February 7, Dmitry Gorin, CEO, Vipservice Holding, Advisor to the Head of the Federal Agency for Tourism of the Russian Federation, took part in the meeting of the Aviation Working Group under the Public Council of the Ministry of Transport of Russia.

Members of the Working Group discussed the latest legislative initiatives in the sphere of civil aviation in Russia aimed at protecting passenger rights.

The meeting participants considered amendments to Article 120 of the Air Code of the Russian Federation with regards to increasing the penalty for late delivery of the passenger or his luggage. In addition, representatives from the Ministry of Transport submitted a report on amending paragraph 99 of the Federal Aviation Rules (Order No. 82) regarding the establishment of the duty for airfield operators to provide passengers with food, accommodation, and other necessary services when the air carrier is not financially capable of organizing or paying for them.

Aeroflot representatives proposed to empower air carriers to establish the end of the passenger and luggage check-in time. Such changes could make airlines more flexible when it comes to check-in and ultimately increase the quality of services provided by carriers.
